I don't know who this museum was commemorating, sorry. If I recall correctly, it was a writer.

UPDATE 02/11/06: A kind passerby at Lonely Planet's Thorn Tree forum identified this for me. It was founded by Huh Gun a.k.a. Nam-Nong, who was a master in Korean paintings and descendant of royal artist family, in October 1985 for preservation of family artwork and the tradition of the school of Nam-Jong paintings. In addition, there are 200+ collection of ancient pottery by the family as well.
